As discussed, you can ask any of your admins to follow the instructions mentioned below to make sure all the users will be able to @mention in channels.
Please open the Cliq admin panel-> select Roles under permissions-> click on Members-> check the value participants for all type of channels. Reload the Cliq page and ask all the users to try using the @mention option. For more details, refer here.
Please be noted that the permissions set in channels will be applicable for the participants only when their role is checked (selected) for the specific channels in the admin panel.
